POSITION DESCRIPTION: Manages the activities of the following areas within the Planning and Environmental Management Office (PLEMO): (1) Manages the District 6 Pavement Restoration Program which involves the development of scoping reports and the programming of all projects required to meet the Districts Resurfacing, Restoration, and Rehabilitation (RRR) targets. Manages and tracks the RRR scoping process and works with other Department Offices as necessary to identify the appropriate scope of work for each project. Signs and seals plans and documents as requested. (2) Manages all other Project Development Unit studies, projects, and conducts engineering reviews as assigned by immediate supervisor, as well as provides support to the District Scoping Committee to conduct appropriate engineering studies as directed by the Chair of the Scoping Committee. (3) Manages and performs engineering work for Project Development and Environment (PD and E) project with general supervision. Assists Project Development Specialist I and performs all duties related to the development of Pre:PD and E Scoping Reports and performs progress tracking and quality assurance. Monitors and maintains project schedule to achieve critical milestones.
Reviews and evaluates technical engineering assignments and plans as part of the (1) Project Developments quality assurance of Department projects, (2) other agency Project Development and Environment (PD and E) projects and (3) projects under design. Reviews and distributes for review: engineering reports; safety study reports; and preliminary plans assigned to the Project Development Unit as needed.
Develops contract scope of services and coordinates activities related to consultant procurement process, including developing staff hour estimates and negotiations, contract execution and maintenance. Assists in the Consultant selection process of other offices as necessary including preparation of the long and short lists, reviewing Technical Proposals and preparing Scope of Services and Staff Hour Estimates. Prepares, coordinates and negotiates supplemental agreements as required. Reviews and pays consultant invoices based on the quality and quantity of the work completed.
