Coordinates with Federal Highway Administration (FHWA), Florida Department of Transportation (FDOT) Project Managers and staff, Environmental Technical Advisory Team (ETAT), the Transportation Planning Organization (TPO), environmental agencies, local governments, and the public in facilitating the Efficient Transportation Decision Making (ETDM) process. Assists in identifying projects to be screened in the Departments Environmental Screening Tools (ESTs). Performs and coordinates project data collection, analysis, and entry into the Environmental Screening Tool to facilitate ETDM process and coordinates trainings related to these processes. Serves as District Community Liaison and consultant contract manager, attending statewide and regional coordinating meetings.
Oversees and manages planning studies, projects and consultants. Conducts planning studies to support Departmental and intergovernmental needs. Prepares scope of services and budget estimates for consultant technical services. Administers consultant contracts, which includes processing invoices, selecting consultants, preparing performance evaluations, processing contract changes, time extensions, and performing other related tasks. Oversees and manages consultant services to ensure quality. Develops, conducts and manages planning and intermodal studies and other appropriate studies in order to identify and implement transportation projects and improvements. Coordinates with the Department management and staff, outside agencies, local government and the general public. Coordinates and participates in public meetings. Prepares and makes presentations as appropriate. Prepares correspondence and performs all other related tasks.
Assists the Metropolitan Planning Administrator with coordination and administration of plans and programs activities for the Miami:Dade Transportation Planning Organization (TPO), including the following elements: Unified Planning Work Program (UPWP); Transportation Improvement Program (TIP); Long Range Transportation Plan (LRTP), and monitoring compliance with Federal and State requirements and Department procedures. Reviews TIP for consistency with the work program and the LRTP. Assists with administration of Federal Planning (PL) and Surface Transportation Program (STP) programs, including Joint Participation Agreements (JPAs), reviews of progress reports, and processes invoices in accordance with Department procedures. Assists with coordination of the annual Joint State Certification Process with the TPO and to ensure completion of the Joint Certification Report.
Coordinates with the general public, governmental agencies, and special interest groups by attending and participating in public hearings and workshops, Citizen Advisory Committee (CAC) meetings, governmental Board and committee meetings, Home Owner Association meetings, and all TPO subcommittees, such as the Transportation Aesthetics Review Committee (TARC), Transportation Planning Technical
